As you can see from the image this is a replacement upper looper for 14U and 14SH series overlockers. It is ofter called an Upper or Top Looper.
Loopers ofter break and need to be replaced if they become bent.
This is a direct replacement for the original Singer top looper.
It screws into place, the mounting is recessed to fit over the looper shaft and is secured by a single screw.
This looper is compatible with the spreader to enable 2-threads and 1-needle overlocking.
